GRAIL Probes Complete Primary Mission Ahead of Schedule

Zothecula writes with an update on NASA's lunar mapping probes. From the article: "After entering orbit around the Moon at the start of the year, NASA's twin GRAIL probes, Ebb and Flow, have completed their primary mission to study the Moon's interior structure ahead of schedule. Operating around the clock since March 8, NASA says the spacecraft have provided unprecedented detail about the interior structure and evolution of the Moon and the data they have gathered will provide insights into how Earth and its rocky neighbors in the inner solar system developed." And their extended mission? From NASA: "The extended mission goal is to take an even closer look at the moon's gravity field. To achieve this, GRAIL mission planners will halve their current operating altitude to the lowest altitude that can be safely maintained. 'Orbiting at an average altitude of 14 miles (23 kilometers) during the extended mission, the GRAIL twins will be clearing some of the moon's higher surface features by about 5 miles (8 kilometers),' said Joe Beerer of JPL, GRAIL's mission manager."

Turkey expels diplomats as Syria denounces protest

ANKARA, Turkey (AP) ? Turkey and Japan expelled Syrian diplomats on Wednesday, joining the U.S. and several other nations in protesting a weekend massacre of more than 100 people in Syria, including women and children.

The move came as Syrian forces bombarded rebel-held areas in the same province where the Houla killings occurred, although no casualties were immediately reported, activists said.

Survivors blamed pro-regime gunmen for at least some of the carnage in Houla as the killings reverberated inside Syria and beyond, further isolating President Bashar Assad and embarrassing his few remaining allies. The Syrian government denied its troops were behind the killings and blamed "armed terrorists."

The U.N.'s top human rights body planned to hold a special session Friday to address the massacre.

Damascus had said it would conclude its own investigation into the Houla deaths by Wednesday but it was not clear if the findings would be made public.

The Houla killings prompted Western nations to expel Syrian diplomats in a coordinated protest, with the United States, Britain, Canada, Australia, France, Germany, Italy, Spain and Bulgaria ordering top Syrian diplomats to leave on Tuesday.

Syria's state-run media on Wednesday denounced the diplomatic expulsions, which began Tuesday with announcements by the United States, Britain, Canada, Australia, France, Germany, Italy, Spain and Bulgaria, as "unprecedented hysteria."

Turkey, Syria's neighbor and a former close ally, joined the coordinated protest on Wednesday. Turkey has been among the most outspoken critics of the Assad regime. It closed its embassy in Damascus in March and withdrew the ambassador. Its consulate in Aleppo remains open.

The Foreign Ministry said it ordered the Syrian charge d'affaires and other diplomats at the Syrian embassy in Ankara to leave the country within 72 hours. The consulate in Istanbul will remain open for consular duties only.

"It is out of the question to remain silent and without any reaction in the face of this action, which amounts to a crime against humanity," the ministry said in a statement on Wednesday. "This grave crime against humanity by those who have attempted a massacre of civilians cannot go unpunished."

Japan also ordered the Syrian ambassador in Tokyo to leave the country because of concerns about violence against civilians. Japan's foreign minister, Koichiro Genba, said his country was not, however, breaking off diplomatic ties with Syria.

The announcements came a day after the United States, Britain, Canada, Australia, France, Germany, Italy, Spain and Bulgaria ordered top Syrian diplomats to leave.

U.N. special envoy Kofi Annan met with Assad on Tuesday in Damascus to try to salvage what was left of his peace plan, which since being brokered six weeks ago has failed to stop any of the violence on the ground.

The Al-Baath daily, the mouthpiece of Assad's Baath Party, said Syria won't be intimidated by such "violent rhythms" and would remain standing in front of such "ugly, bloody and dramatic shows." It added that "Syria will not tremble as they think."

The government's Al-Thawra newspaper also blasted the Western decision, calling it an "escalation that aims to besiege Annan's plan and enflame a civil war."

Tensions have escalated as more information emerges about the May 25 killings in Houla.

The U.N.'s human rights office said most of the 108 victims were shot execution-style at close range, with fewer than 20 people cut down by regime shelling.

U.N. peacekeeping chief Herve Ladsous said there are strong suspicions that pro-Assad fighters were responsible for some of the killings, casting doubt on allegations that "third elements" ? or outside forces ? were involved, although he did not rule it out.

On Sunday, Foreign Ministry spokesman Jihad Makdissi said a committee comprising the ministries of justice, defense and interior was set up to investigate the massacre and would have the job done within three days.

Meanwhile, activists said Syrian troops shelled restive suburbs of Damascus and rebel-held areas in the central city of Homs on Wednesday.

The Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees said at least five people were killed in the Damascus suburb of Douma. Both groups had no details about casualties in Homs, which is the provincial capital of the province that includes Houla.

, departing National Economic Council Director Lawrence Summers argued that history would judge the United States based on how well we adjust to China?s emergence as a great power, economically and politically. In the face of China?s progress, America?s manufacturing sector faces major challenges in becoming and remaining competitive and our choice of national economic policies will affect how well we meet those challenges. It is essential that the U.S. trade deficit not balloon as the economy recovers. There is scope to expand our exports in services and agriculture, but improving the competitiveness of U.S. manufacturing is vital.

RECOMMENDATIONS
The ability of China?s economy to pull millions of its citizens out of poverty in a short time is amazing; no advanced economy should want to stand in the way of this progress. At the same time, our policies should strengthen our own manufacturing sector?and its reservoir of jobs?and prevent misappropriation of our technology in service to the rapid growth of China.

Specifically, the United States should:

  • Make the U.S. economy a more attractive environment for creating and manufacturing new products, principally by balancing the budget and reducing the marginal tax rate on corporations.

  • Focus on technology skills transfer with changes to our H-1B visa policy, support for U.S. companies that resist pressure to partner with Chinese firms and improvements to math and science education.

Meanwhile, U.S. companies should focus on innovation and cost reduction and avoid dragging policymakers and themselves along tangents that waste time and other resources.

Components of the Trade Deficit. The U.S. trade deficit in goods and services was just under $700 billion in 2008?4.9 percent of Gross Domestic Product (GDP). However, the deficit in goods trade was nearly $835 billion, which was partially offset by a $136 billion surplus in services trade. The latter surplus has grown consistently over a range of service types and has important potential to expand. Going forward, we can assume this surplus will remain around one percent of GDP. But services trade surpluses alone cannot solve the U.S. trade deficit problem, because of persistent large deficits in goods trade.

Very important are deficits in the energy sector. In 2008, petroleum products accounted for $386 billion of the total trade deficit (2.7 percent of GDP). reducing energy imports (and consumption) is a significant challenge for the U.S. economy, and with global energy demand continuing to rise and supply constrained, oil prices are more likely to rise than fall. The U.S. bill for imported oil is unlikely to fall below 2.7 percent of GDP for years to come.

In future, for overall U.S. trade in goods and services to be balanced, non-energy products (that is, manufactured and agricultural products) would have to achieve a surplus of around 1.7 percent of GDP. Added to the one percent services surplus, the two would balance out the almost unavoidable petroleum deficit.

Obviously, elements in this rough calculation could shift, for better or worse, but if the U.S. economy is to achieve a more balanced growth path, the competitive position of U.S. manufacturing must improve sharply.

Growth of the U.S. Trade Deficit. In 1999, the U.S. economy was experiencing strong growth and low inflation, but the trade deficit in manufactured and agricultural products was high?$262.5 billion?and concentrated in four broad industry categories. The largest deficit was in plastic, wood and paper products ($62 billion). Transportation equipment?from autos to aerospace?was close behind ($61 billion), followed by textiles and apparel ($52 billion) and computers and electronics ($44 billion). Only two categories had trade surpluses: chemicals at more than $9 billion and agriculture at $4 billion.

By 2008, the trade deficit had risen to $400 billion, an increase of $138 billion or nearly 52 percent in nominal terms. The deficit in computers and electronics accounted for nearly half of the overall increase in the trade deficit (48 percent, a $66 billion increase). Two other industries had large deficit increases: plastic, wood and paper products; and textiles and apparel. By contrast, agricultural products contributed an additional $27 billion to a small 1999 surplus. And transportation equipment reduced its trade deficit by nearly $12 billion. Chart 1 illustrates how the increase in the U.S. goods trade deficit (excluding oil) was distributed by segment between 1999 and 2008.

Simply put, the United States runs chronic trade deficits and China runs trade surpluses because we spend more than we produce, and they do the opposite. The U.S. trade deficit with China in manufactured and agricultural products was already large in 1999?$68.6 billion or 26 percent of the nation?s total trade deficit. By 2008, it had increased to nearly $268 billion. The story of the increasing U.S. trade deficit from 1999-2008?apart from oil?is the explosion in the deficit with China.

Computers and electronic products account for much of the increase in U.S. imports from China. In 2008, China exported $108 billion in these products to the United States, up from less than $19 billion in 1999. Beyond this sector, Chinese exports to the United States have grown strongly pretty much across the board. Although the United States exports agricultural products to China, there is a large return flow of processed and labor-intensive food products. And, while Chinese textile and apparel imports have risen, U.S. demand for Chinese goods in this category has grown only modestly as other emerging economies have become major clothing exporters.

The Nature of Chinese Exports. On a visit to China early in 2010, I heard a memorable speech declaring that the United States is exploiting China. The Chinese perception is based on where profits land. For example, a 2009 survey by Greg Linden, Kenneth Kraemer and Jason Dedrick of the University of California suggests that Apple, Inc. sells iPhones or iPods for several hundred dollars, most of them ?made in China,? but the Chinese producer and Chinese workers receive just under four dollars apiece. The retail price of the 2005 video iPod was $299, the wholesale price $224 and the factory price $144.56. The largest part of the factory price ($101.40) came from Japanese components, with U.S. companies other than Apple supplying $14.14 in components and many different suppliers providing other small components. The final assembly and checking is done in China for $3.86, while Apple?s estimated gross margin is $80 per unit sold at wholesale, plus a portion of the retail margin through its Apple online and retail stores.

These same researchers deconstructed the value of a 2005 Hewlett-Packard Notebook PC, which sold at retail for $1,399 and had a factory cost of $856.33. Intel and Microsoft received a total of $305.43 for each computer sold, while the assembly and checking done in China netted $23.76? only 1.7 percent of the retail price. China?s massive export boom in computers and electronics derives from the fact that it is a very good place to assemble electronic products that clearly benefit U.S. companies? profits. However, China?s policymakers want change; they are determined to attempt to obtain more of the value added of the goods their citizens assemble.

The place of China as a supplier to the United States is further illuminated in the forthcoming book Rising Tide: Is Growth in Emerging Economies Good for the United States? by Lawrence Edwards and Robert Lawrence, who have taken a detailed look at the ?unit values? of traded products, particularly U.S. exports and imports. Detailed trade data identify specific classes of products and provide total dollar value and number of physical items sold in each class. For example, the data report the value of electric motors exported by China to the United States, along with the number of motors, which allows a calculation of the price per motor. If a country is selling motors for electric shavers or toys, the unit value will be small; if the motors are for large capital goods, the unit value will be high.

Edwards and Lawrence find a striking result for China, one that also applies to other emerging economies. It turns out that unit values in the same product categories are hugely different. China sells low unit value products to the United States, and the United States sells high unit value products around the world. These price differentials are so great, in fact, they suggest the United States and China are not really competing. They are making completely different things. Perhaps even more surprising, over the past several years, there appears to be no tendency for the unit values to converge. This contradicts the hypothesis that China is successfully moving up the technology or ?value ladder.? Instead, U.S. competitors are Europe and Japan.

Although the volume of Chinese exports to the United States has soared, in high-tech, as we saw, it is assembling components originating elsewhere and, in other industries, it is making primarily low value products, such as toys and children?s clothing? market niches where the U.S. would not be expected to be competitive.

When China emerged from the Cultural Revolution and started on a path to become a productive and market-oriented economy, it faced massive educational, technological and business hurdles. Competent scientists, engineers and managers had been exiled and ?re-educated.? Heroic efforts were needed to catch up to developed nations? economies. Asian precursors such as Japan and Korea had faced their own catch-up challenges, taking advantage of the global market in capital goods to help them, and China followed their lead. Unlike the others, China encouraged direct foreign investments and required partnerships with domestic businesses. These relationships provided not only financing, but also the business and technology skills of global corporations and sped development of Chinese companies.

Germany provides a fascinating case study of the benefits and perils of a strong relationship with China. Spiegel Online notes that the most important driving force behind the current German economic upswing is its exports of sophisticated capital goods to China. German companies find, however, that the Chinese demand access to their industrial know-how. German businesses are reluctant to offend their Chinese customers, but deeply concerned about the loss of intellectual property. Beijing does not want merely to catch up to German companies?its goal is to surpass them. It has already done so in the manufacture of solar panels, by subsidizing research into solar technology. China exports perhaps 70 percent of its output of solar panels, about half of which goes to Germany, where demand is heavily subsidized by the German government. In electricity generation, Beijing invited Western companies to build power plants jointly with domestic Chinese partners. Now the Chinese are upgrading the plants with their own technology, based on what they learned through the German company Siemens and the French company Alstom.

A 2010 study by James McGregor of APCO sharply criticizing Chinese industrial and technology policies provides additional examples of China?s determination to leverage Western technology. Notably, China is expected to spend $730 billion on its rail network by 2020, with about half being used to expand high-speed passenger lines. This level of capital spending is irresistible for European producers. The China National Railway Corporation (CNR) invited Siemens to bid on a $919 million contract to build 60 passenger trains for service between Beijing and Tianjin. Siemens built the first three, but the remaining 57 were built in China by CNR, using 1,000 Chinese technicians Siemens had trained. In March 2009, Siemens announced an agreement for it to build 100 additional high-speed trains to serve Beijing-Shanghai, but China denied such an agreement ever existed. Siemens ultimately received a contract for $1 billion in components, but $5.7 billion went to CNR, which built the trains.

In the long run, China favors its own producers. It brings in foreign companies at the launching of an industry, then uses government procurement to advance the market share of Chinese companies and, eventually, to shut out competition. This strategy has allowed it to build on foreign companies? expertise, develop domestic champions and raise the technological level of its economy and exports. Because of its large and rapidly growing market, China can pressure foreign companies to partner with Chinese companies, allowing their employees to learn managerial and technical skills. Over time, China has somewhat loosened formal requirements for foreign companies to accept partners, but the strategy of technology and skills transfer remains very much in force.

Developing countries naturally learn from best practices world-wide; indeed the 19th century economic history of the United States includes considerable technology transfer from Britain and the rest of Europe. Nevertheless, companies that have invested heavily to develop new technologies and efficient processes cannot afford to simply allow China to free-ride on their efforts. Yet many Chinese leaders make it clear they are on a mission to acquire the best technology, using their size and growth as a way to obtain it.

A December 23, 2010 New York Times editorial noted this strategy, saying, ?[I]ntellectual property misappropriation cannot be a government policy goal, especially in a country the size of China, which can flood world markets with ill-begotten high tech products.? The editorial acknowledged some U.S. progress at the World Trade Organization, but urged our government to be ?more vigilant and aggressive? against intellectual property losses.

U.S. exports of manufactured goods reached $952 billion in 2009 and grew strongly in 2010. The goal of increasing exports substantially is feasible, given favorable economic conditions and policies. It may even be possible to bring some off-shored production back to the United States, a possibility some manufacturers have been exploring, in order to remediate cost, quality and delivery problems. But first, policymakers must recognize that:
  1. Today?s trade deficit is not a technology problem. The U.S. economy simply must become a more attractive place to develop and manufacture new products. The best ways to do this are to balance the budget and lower the marginal tax rate on corporations. Our trade problem is that U.S. companies develop innovative products but choose not to manufacture much of their value here. One chronic reason is that the value of a dollar has been too high, making U.S. production too expensive. If the U.S. saved more and balanced the federal budget, that problem would take care of itself. This would require global exchange rate adjustments including an increase in the real exchange rate of the renminbi, although economic forces will force this to happen without the need for U.S. political action. In addition, the U.S. corporate tax rate is higher than that of other countries, encouraging overseas investments. Both of the recently announced deficit reduction plans provide blueprints for balancing the budget and lowering corporate tax rates.

  2. Technology may become a problem in the future. The United States should work with the European Union, Japan and multinational companies to develop a uniform code of conduct to protect technology and patents when emerging market companies work with multinationals. Government sanctions that would draw the United States into direct conflict with China are inadvisable, and the World Trade Organization (WTO) has limited effectiveness. Thus, multinational corporations should take the lead and refuse to work with foreign entities that demand access to and misuse proprietary technology. They should be fully informed of past unacceptable practices and the policies and behavior they should expect before entering new markets. If companies nevertheless reveal their technology as the price of market access, that is their choice.

  3. Policymakers must work with the private sector to identify and reduce barriers to U.S. exports. The expansion of U.S. exports will be in industries such as advanced manufacturing, electronics, aerospace and medical devices. These industries will require new technologies, capital, R&D and skilled labor. There is a strong case for support of technology development through direct funding, improved tax treatment of R&D, increased access to capital and a reduced marginal corporate tax rate. Skill shortages appear to be another important barrier to expansion. Improving the U.S. education and training system in science, math, engineering and technology is a long-term national priority. Furthermore, as recommended by Brookings vice president Darrell West, easing restrictions on H-1B visas to prioritize high-value immigrants with technology expertise is an obvious policy fix with immediate benefits.

  4. The policy debate must focus on the right issue, and not be drawn down blind alleys. Indicators that the U.S. economy is falling behind must be evaluated carefully. For example, A 2007 National Academy of Sciences study, Rising Above the Gathering Storm, reviewed a range of such indicators. It noted that China is building 50 chemical plants, whereas the United States is building one; and computer chip fabrication plants are being built in China (and elsewhere in Asia), but not in the United States. However, the lack of U.S. investment in these sectors may not be a reason for concern. It can be difficult to operate either bulk petrochemical or chip fabrication plants profitably over the long run, and they create few jobs.

Elizabeth Warren Heritage Case Stirs American Indian Query

-- What, exactly, makes someone American Indian? Even Indians themselves don't agree as they debate the case of Senate candidate Elizabeth Warren, whose disputed claim of Native American identity is shining a rare spotlight on the malleable nature of Indian heritage and the long history of murky claims to such ancestry.

Warren, a Harvard Law School professor and Democrat who is running in Massachusetts against Republican incumbent Sen. Scott Brown, was listed as Native American in several law school directories. Warren has said that her "family lore" described Indian ancestors, and the New England Genealogy Association said it found indications ? but not proof ? that Warren had a Cherokee great-great-great grandmother, which would make her 1/32 Indian.

"I'm proud of my heritage," Warren said Thursday. Asked how she knew it included Native Americans, she replied, "Because my mother told me so."

Her opponents question whether Warren chose this heritage to gain advantages available to Indians and other underrepresented groups in academia.

"Warren has zero evidence that she is at all Native American," said Brown's campaign manager, Jim Barnett. The genealogy association acknowledges that it found only secondary references to Cherokee family members, not primary sources such as marriage, birth or census records.

Among Native Americans, the varying opinions demonstrate that Indian identity is subjective even among Indians themselves.

When David Eugene Wilkins first saw Warren interviewed during her nomination to a federal post, he was smitten by her intelligence and politics. But when he heard about her claims of Indian ancestry, "I shook my head and said, `Oh no.'"

"For us it was always about allegiance rather than biology or ancestry," said Wilkins, an enrolled member of the Lumbee tribe and professor of American Indian studies at the University of Minnesota.

"It's where you place your political, cultural, emotional allegiance. She lived her entire life and never had any association whatsoever with any community. So something doesn't wash for me," Wilkins said.

But David Treuer, an award-winning writer and Ojibwe Indian from Leech Lake Reservation in Minnesota, said there is a difference between Indian identity and ancestry ? you can have one without the other.

"An Indian identity is something someone claims for oneself; it is a matter of choice," Treuer wrote in a Washington Post essay titled, "Elizabeth Warren says she's Native American. So she is."

There are 566 federally recognized Native American tribes, each with its own rules for membership, according to the federal Bureau of Indian Affairs, or BIA. Some tribes require a "blood quantum" measurement of as much as one-half or one-quarter Indian ancestry; others require a certain place of birth or residence.

Wilkins, the professor, is married to a Navajo with many siblings. "I've asked them what defines a Navajo," he said. "One said you have to speak the language. Another said you have to live within our sacred mountains. Another said no, you have to take part in ceremonial life. All this in one family!"

According to census figures provided by the BIA, an estimated 4.5 million people identify themselves as American Indians or Alaska Natives, including those who say they are more than one race. But in a 2005 report, the most recent available, the BIA counted just 2 million enrolled tribal members ? which means that fewer than half of all people claiming Indian heritage are recognized by a tribe.

"There's an old joke in this corner of Indian Country that if you meet someone who doesn't know anything about tribal affairs but claims they're Indian, they'll say they're Cherokee," Lenzy Krehbiel-Burton, a spokesperson for the Cherokee Nation, said by e-mail.

Warren grew up in Oklahoma, home of the 310,000-member Cherokee Nation, the largest Indian tribe. Warren does not claim official Cherokee membership, which is based on the "Dawes Rolls," a federal list of Cherokees in Oklahoma from the late 1800s and early 1900s. Many people have legitimate Cherokee ancestry but are not eligible for membership because their ancestors were not among those counted, Krehbiel-Burton said.

But "some people falsely claim Native heritage simply out of ignorance," Krehbiel-Burton said. "They've been told for years that they had a great-grandmother (or something similar) who was a Cherokee princess and assume that it's true."

Warren spoke of a similar oral tradition when she mentioned an heirloom photo of her grandfather: "My Aunt Bea has walked by that picture at least a thousand times (and) remarked that he ? her father, my papaw ? had high cheekbones like all of the Indians do."

Even President Barack Obama has an Indian story, about his maternal grandmother, who was nicknamed "Toot."

"If asked, Toot would turn her head in profile to show off her beaked nose, which, along with a pair of jet-black eyes, was offered as proof of Cherokee blood," Obama wrote in his memoir, "Dreams from My Father."

But eyes, noses and cheekbones are not the issue for Rhonda LeValdo, president of the Native American Journalists Association and an enrolled member of the Acoma Pueblo tribe.

"If you're going to claim it, you have to help your people out," says LeValdo. She had seen no evidence of such involvement by Warren, but said she didn't know enough details to judge Warren's claim.

LeValdo said there are many fakers: "A lot of people find some sort of romanticism in being Native American. They think of the warrior type, or the Pocohontas stereotype. They're just taken with the idea of it."

"But to a lot of our people who live this life, it's tough," she continued. "We deal with a lot of things. A lot of us feel like if you're going to claim it, you have to do something. Don't just use it when you want to use it."

Warren has been adamant that she did not seek any advantage from Native American heritage. Records show that she declined to apply for admission to Rutgers Law School under a minority student program and identified her race as "white" on an employment record at the University of Texas, where she worked from 1983 to 1987.

She left Texas for the University of Pennsylvania Law School, where a report on minority faculty listed Warren's name. Her ethnicity became a campaign issue when the Boston Herald reported that Harvard Law, which hired Warren in 1995, listed her as a minority when the school was under pressure to diversify the faculty.

Besides potentially influencing hiring or promotion, Indian identity can have other economic advantages. Some tribes share millions in casino earnings; health care, scholarships and housing are available to some tribal members.

Native Americans have a high rate of intermarriage with other groups. Many are not identifiable by appearance, which has made it possible for almost anyone to assume a Native persona ? for various purposes.

Some of the American colonists who boarded British ships during the Boston Tea Party wore Mohawk costumes. During New York anti-rent conflicts of the 1840s, white people assumed Indian garb and pidgin "Injinspeak" as they harassed patrician estates, according to the book "Playing Indian," by Philip J. Deloria.

The actor Iron Eyes Cody starred as an Indian in films from the 1930s to the `70s, and championed many Native causes. He claimed to be Cherokee, but near the end of his life was revealed to be the son of Italian immigrants. In 1976, former Ku Klux Klansman Asa Earl Carter published a fabricated and best-selling memoir, "The Education of Little Tree," under the name Forrest Carter.

"When that kind of fraud takes place it damages our people," said Wilkins, the professor.

"You have people on the outside claiming this and that to draw attention to themselves," he said, "and then people on the outside may wonder, do Native people really know who they are?"

Larry Strickling Cites Public Safety FirstNet As New, Post-Stimulus

ARLINGTON, Va., May 25, 2012 ? The new national wireless communications network to serve police, firefighters and other ?first responders? may provide a new opportunity to extend broadband stimulus-related activity, a top Commerce Department official said Wednesday.

Dubbed FirstNet, this new public safety wireless network was mandated in February by Congress. Lawmakers allocated up to $7 billion that will be dispensed to state entities under the coordination of a new, independent organization at the National Telecommunications and Information Administration.

States should act fast to develop plans to utilize funding, said Assistant Secretary of Commerce Larry Strickling, who administers the NTIA. ?One of the issues [in FirstNet] is how does coverage from this network get into rural areas??

Strickling said that the new network provided the opportunity for public safety officials, particularly in rural areas that are unserved or underserved by broadband, to help bring high-speed internet connectivity to more remote parts of the country.

?In addition to reform of the Universal Service Fund of the Federal Communications Commission, and [additional funding from] the Rural Utilities Service, [FirstNet] is another tool in our toolkit? to ensure the continued viability of broadband stimulus-funded projects, said Strickling.

Strickling was the keynote speaker at a conference here co-hosted by the Schools, Health and Libraries Broadband Coalition and his agency. The conference brought together broadband experts together with awardees from stimulus projects, including telecommunications infrastructure projects, mapping projects and projects designed to promote widespread computer adoption and digital literacy.

One focus of the conference was the issue of sustainability: NTIA-funded broadband infrastructure and adoption projects will come to an end by next year. Some stimulus awardees ? including projects of interest to schools, hospitals and libraries ? are concerned about their future viability.

Under the legislation passed by Congress, FirstNet funding will be dispensed by the NTIA. A governing board for the new entity is still in formation, and rules for the dispensing of the $7 billion by NTIA are currently under consideration, but must be in place by late August 2012.

Because of the landmark nature of the FirstNet legislation in February 2012, Strickling said that NTIA took the unusual act of suspending seven previously-awarded public safety-related grants under its Broadband Technologies Opportunity Program. Those programs totaled $382 million.

?The new legislation in February [changed] the assumption on which we are going to move forward,? he said, referring to a more decentralized series of public safety networks that had been the working assumption prior to February 2012.

?We really need to take the time and pause now? to consider how public safety broadband dollars should be spent, he said. ?It is not my money, or your money, it is the taxpayer?s money, and we want it to be used in a way that the project, as it is built, will get incorporated into the FirstNet network.?

Those seven public safety projects will be granted extension on the time to finish their projects ? although he insisted that no other awardees would be granted extensions. ?Keep pushing on your projects,? he said.

Strickling?s agency was responsible for dispensing the lion?s share of the $7 billion broadband stimulus funds mandated by the American Recovery and Reinvestment Act of 2009. Additional funding under the Recovery Act was dispensed by Rural Utilities Service of the Department of Agriculture.

Keynoting the conference on Thursday was RUS Administrator Jonathan Adelstein, who praised broadband stimulus awardees as ?the best and the brightest? in building broadband in rural areas.

?We know you can complete it to the end. We are counting on you, and your communities are counting on your success,? said Adelstein.

Referring to role of broadband programs within the USDA, Adelstein said, ?We are betting the farm on broadband ? and it is a safe bet.?

Yoga and Fitness in the Neighborhood - The Chronicle

Another yoga class at the Pine Hills Library takes place tonight as part of a program that has helped turn the local reading room into a whole lot more. The class kicks off at 6:30 p.m.

Just last fall the Pine Hills library opened its large meeting room to the public and began offering weekly recreational activities. Those involved with organizing these activities at the library believe that by providing a new free of cost alternative for recreation any time of year, they can attract many visitors to the library that may not have come otherwise.

?We?re sharing the recreational fun for everyone,? said Julia Pinto-Martin, a librarian at the Pine Hills library.

Instructors at the library are hired to run individual four week classes including a Latin Zumba dance workout to yoga for the entire family. On average, some 25 and 30 folks participate weekly. Last month, the most popular activity feature at the library was Zumba which drew up to 35 people each week. Participants came to the library to train with Zumba instructor Cassandra Carter in the large meeting room from 6:30 to 7:30 every Monday night.

?I am concerned about the health of minority populations, they seem to be disproportionately represented in health outcomes.? said Carter. ?Recreation is very important to those in the city and having programs that are free of cost is helpful because money is always a problem.?

An avid Zumba goer, Anzala Alozie said Zumba is a great experience. Alozie took Carter?s classes so she could become a certified instructor.

?I got involved because I want to offer classes to Muslim women, other women of faith in the capital district who may not feel comfortable taking Zumba classes at a gym or public facility open to both men and women,? said Alozie.

Choices abound for neighborhood residents to get active both indoors and outdoors.

There are five parks situated inside the Pine Hills boundaries. The two major parks in the neighborhood are Ridgefield Park on the corner of 316 Partridge, W. Lawrence, and Ridgefield Street and Woodlawn Park on Woodlawn Avenue and Partridge Street. While Ridgefield consists of the Albany tennis club courts, two baseball fields, a soccer field, a playground for the children, and a unique water play area, Woodlawn includes the National Little League fields, the Ray Engel Tee-Ball field, the Babe Ruth fields, the Ridgefield basketball court, and a tiny playground. Another well-known park is the Pine Hills Park at VI located on Madison Avenue, which has become a popular park for basketball players.
Just 1.04 miles south of the library, the Playdium Bowling Alley has developed a number of followings.

?Bowling is the number one participation sport and it is not limited to a certain few people, anyone can go out and go bowling. You need places like this within the city. It?s a nice family participation activity,? said owner Neil Luther.

Playdium even caters to a blind bowling league, The Capital District Blind Bowlers. Every Thursday for about eight months the bowlers spend afternoons on the lanes.

?Places for recreation like Playdium are absolutely important to those living in the city, especially for people with various disabilities. It?s important to find opportunities like this. It is definitely important for kids in an urban area as well to find as many outlets for recreation as possible,? said Joe Laramie, a member of the blind bowling league.

The Albany Police Athletic League, which is headquartered in Pine Hills often sponsors bowling for children at Playdium through one if its many recreational programs. The league after school program was created in 2003 and has succeeded in bringing kids and cops in the community together in non-law enforcement settings through various social and recreational activities. The program was designed to help build relationships, promote self-respect, discipline, character and teamwork. During the 2011-2012 year, PAL employees worked with some 2,500 children in Albany?s private, public, parochial and charter schools.

?Our primary program hours of 3 to 7 targets youth when they are most apt to engage in risky behavior or become victims of crime or commit crime primarily due to lack of supervision,? said Lenny Ricchiuti, a retired Albany police officer who is now in charge of Albany PAL. ?Especially in tough economic times there is a segment of our society where kids would be left to the streets or hanging out unsupervised at home.?

Currently, gym renovations are still underway after the leak in 2010 that caused many of the St. Vincent?s Community Center PAL programs to re-locate. Only three after school or evening programs are still ongoing at the center, but kids involved in the league programs use the Pine Hills Park at VI while PAL continues working in a three phase process to complete the $250,000 in improvements to the community center. Renovations are scheduled to be finished by Columbus Day.

?It?s no secret that childhood obesity is at epidemic proportion, the news media reports daily on the varying reports of inactivity and weight and how that effects the health of our youth,? said Ricchiuti. ?Programs such as PAL have an opportunity to reach youth with fun, entertaining and healthy activities that can carry through for years to come.?

About one in three children ages 2-19 are overweight and obese, and have a 70% chance of becoming overweight adults, according 2012 statistics released by the American Heart Association.

At The College of Saint Rose, in the heart of the Pine Hills, the athletic center houses a number of opportunities for fitness. First opened in 1981 the events and activities center is a hub for athletes.

On the other side of town at the Sidnye Albert Jewish Community Center on Whitehall Road pickle ball is making a comeback. Yoga classes can be found there, and at the Women?s Club of Albany on Thursday nights and Heartspace Yoga and Healing Arts.

With two major schools in the neighborhood, the district is also contributing to the fitness movement in the neighborhood.

?Aside from sports, the City School District of Albany offers various sports as intramurals, fitness rooms daily, and 220 minutes of physical education every two weeks,? said Kathleen Ryan, director of health, PE, and athletics for the Albany City School District. ?For our district-939 students participated in individual and team sports during the 2010 ? 11 school year.?

Artell Eastman, who teaches physical education at Pine Hills Elementary, cannot stress enough to his students the importance of physical fitness. He teaches a variety of games, exercises and activities that can be done at all ages, anytime and anywhere.

?I do believe our youth is less active today?they have a million video games that most would prefer to play rather than being active or playing sports which is sad to me?it is an uphill battle to keep children active, but it is a battle that I will continue to fight and succeed at,? said Eastman.

He is also the strength and conditioning coach for the football program at Albany High.

?I see many former students continue to be involved in sports which makes me very happy?I am not only glad they are playing but also enjoying being involved in athletics,? said Eastman.

Rickardo Smith, a high school coach, trains 55 women?s track and field runners.

?With a disciplined mind and body nothing out of the ordinary will happen and students will have something to work towards.? said Smith. ?You?ve got to do something with your life or you will end up becoming nothing but an empty barrel.?

Participating on Smith?s team has changed Natasia Brown?s life.

?Staying active provides people with a positive mind, body, and attitude. It keeps people focused so that they can stay on track with what they want to do in life,? said Brown. ?Having track in my life has motivated me to believe that I can do anything I want to.?

David Abraham, a 19-year-old Albany High graduate and counselor at Albany PAL, also knows that participating in recreation is crucial to those in the neighborhood. Abraham has been playing basketball every afternoon at the Pine Hills Park at VI since the day he could walk.

?Getting involved in recreational activities is important because it improves self-esteem and helps to build up character,? said Abraham.

For Coach Eastman, the benefits are obvious:?I think it goes without saying that staying active is extremely important for all ages.?
